The Stanislaus National Forest, California, tested a mass mobilization strategy in the spring of 2023 to accomplish prescribed burning goals. With mentoring from the National Incident Management Organization (NIMO), forest staff decided to approach spring burning like it was a wildfire and established an incident management organization (IMO) to support the burn bosses responsible for implementation.
