This report, requested by USDA Forest Service Chief Richard McArdle, summarized organizational lessons learned from 20 years of tragedy fires. Among the recommendations are the need for organization of wildland fires, better training for crew leaders, the creation of a set of standard firefighting orders, and the more widespread use of radios for better communication.
